[TML] UWP Canon Query

I assume there's a reason why this station was built around this 
world, right? So even though the surface has no permanent population, 
the planet is the main world. So C4C0647-A would be correct in my 
view. Just note that the permanent population lives in an O'Neil 
colony in orbit.
