I'm not that familiar with TNE so forgive an ignorant question, but: what canon sources are there for this style of arms control?  I know of a case where an AHL was disposed of but wasn't properly demilitarised (thus cannot enter Imperial space), but I thought that was to do with its spinal mount .. and possibly some bay weapons.  The idea that civilians have to make do with slightly inferior versions of otherwise legal weapons seems a lot like contemporary US gun control.  In the absence of a canonical reference I'm not sure it makes sense in the context of the 3I ... YMMV.
