This could depend on if YTU is a small ships or big ships IN.  If a Kinunir was the pride of the IN I'd tend to agree with you, but against a Gionetti or Atlantic then downgrading civie lasers isn't worth the effort of enforcement (also complicating dealings with non-Imperial traders crossing the border).  Besides which all you'd do is create an opportunity for pirates to gain a tactical edge on their prey.
