I'm always getting my "Two Davids" (David Weber and David Drake) mixed up.

But I think it's Weber that wrote the "March . . ." books, in which he put
something very like that.  It's a shaped charge the size of a heavy
flashlight that has a pretty good chance of killing someone in a power suit
. . . if you use it at touch range *and* manage to hit the particular armor
face square on.
