In all seriousness, of course, it's a rather direct pre-emptive political 
move so that they can declare any new Dalai Lama-presumptive to be not the 
genuine article, and thus without standing to make any inconvenient (to the 
Chinese) comments (to the Tibetans or the rest of the world) to the effect 
of "Let my people go."

On a *slightly* less serious note, I've always wondered why anyone would 
actually WANT Tibet.  Is there oil under all those snow-covered 
mountains?  Is it pure, naked territorial ambition? (Must... have... 
MORE.)  What?
