It does, however, mean that a bunch of soldiers going into towns,
dragging people out of their houses and shooting them in reprisal for
some act of resistance or rebellion are not terrorists, or committing an
act of terrorism, while a bunch of 'CIA thugs' going the same thing are.
I suspect this distinction would be lost of the townsfolk and most of
the world at large.
