Slippery ground.  I'm sure in modern terms, King George III would have
considered those despicable American Revolutionaries to be terrorists.
Sneaking around and attacking convoys from the woods instead of lining up in
a field for the standard shooting at each other, etc.

There are many definitions of Terrorism, but they mostly revolve around "use
of force or intimidation for political purposes".  That's even pretty much
the definition you offered.  That's so broad it is indistinguishable from
War, or even Diplomacy.

What are we (USA) doing to Iran?  Trying to scare/threaten them (fear) into
not pursuing any nuclear technology (politics).
