That idea *has* been explored in SF.
But if the aliens use any sort of water based biology, it seems pretty
likely they'll want the same worlds as us.
Besides, look at the Imperium map. It uses pretty much *every* star it can
get it's hands on!
Even limiting it to wanting the same jump points and gas giants has a major
effect. In any sort of war, you'd want to control those. That doesn't fir
well with sharing them with *anybody* else.
