"near-magical" is one term for it, yes.  There's obviously /some/ sort of 
intelligent agency behind the event, as the changes to physical laws are 
too precisely aimed to destroy human industrial/informational civilization 
without making the existence of life (or matter) impossible.  Or maybe he's 
just not a very good writer.  Or both!
