Hmmm.  What if you restricted the range of the tectonic flow?  We
already need unobtainium to form the spine of the disk.  Why not use a
little more of it to seperate the disk's (sub-)surface into
Earth-surface-area-sized "tectonic zones?"  Plates are free to float
around within each zones, but can't move between them.

Maybe even make the tectonic zones hexagonal . . . :0)
