Given that the Bus in front of him has stuff written on it in the 
Hebrew alphabet (I recognized a few of the characters), that shot is 
from Israel. 

Which means the guy is either an off duty soldier or one of the 
militant "settler" types. Either way, folks are *not* going to hassle 
him.
