Yeah.  I thought of Leonard's point after making my post (I too
recognized some letters and I also remembered a little indie film I
saw - forget the title, though - about the situation there).  But that
just means he has a *reason* to be armed.  It doesn't mean somebody
still won't shoot him.

They probably won't hassle him first, though.  At least, not unless
they *want* him to try to shoot them.  In the Real World, that's quite
possible (this IS the Middle East).  In a game context (those mercs
Bill and Sue), it's also possible.  Create enough such incidents and
the hiring government might be forced to switch units.  This would
certainly upset any planned operations and could give their opponents
an opportunity for mischief.
