I think the ideal would be a directed build, with some *small* random added
in.  Or a sliding scale, where players without a good starting concept can
use all random, all the way up to fully directed build for expert players.
'Cuz let's face it, some players just aren't terribly imaginative and need
some help.

On the other hand, for those who want "balance", how do you let somebody
create their concept character without them being overpowered?  (My personal
answer is "screw balance", but YMMV.)

Of course the best thing is for the players & Ref to work together, in
detail, to explain the characters' backgrounds & skill sets.  Would probably
take a whole game session just to do that and get the party set up.  :)
