Exactly, which is why I prefer it.  I suppose you could meet the desired criteria with INT(3d6/1d6)-1 and treat results less than zero as zero: tha would give you predominantly small worlds with a chance of a 'bigass' world, and still have a resonable number of asteroid belts.
