None.

Yes, there are situations where the PCs will have NO chance at success.

I remember the first time I learned this, back when I was a real
newbie, in my very first D&D campaign.  Our little group of six 4th
level characters are riding along the road and the DM rolls an
encounter.

Jessie Loggie, DM: "Over the rise ahead of you trots a double file of
six matching black chargers, all carrying men-at-arms in full plate
armor (lacquered black, of course).  One of the men at arms holds a
staff on which a dead black banner is flapping.  Following them comes
a closed black coach pulled by six matching black horses.  Following
THAT comes a second double file of TWELVE men-at-arms, similarly
mounted and arrayed.  What do you do?"

The Guy Who Was Our Combat Caller: "We move to the side of the road,
dismount and bow deeply as they pass."

I nodded in hasty agreement, as did the other players.

DM rolled, looked down, smiled softly and said: "They clatter on past
without acknowledging your existence."

We all sighed in relief and the game continued.
