IMTU, this public park is designed as a memorial to the waste of the
Civil War.  It's actually the site of the *previous* Imperial palace
(the Martin Palace IIRC), the one Marava razed during her (very
temporary) seizure of the throne.  Only the foundations remain intact,
but are carefully perserved as a reminder to every Imperial noble that
nothing like this should ever happen again.

Of course, in the OTU, they stopped seeing this reminder . . . but MTU
didn't have the Rebellion.
