It depends how much you scavenge from the space ship. Handcomp, comm 
unit, plus a few spare battery cells, or an RTG (which are pretty damn 
simple to make, the problem is the fissionable's) and a jury 
rigged **maneuver unit, would make a pretty decent jury rigged sat. The 
main issue would be the imaging package, but most ships should have 
something that would suffice (astrographic system, digital camera 
married to a local telescope, radar surveyor). Just one satellite over 
Europe would make a massive difference (like noticing those Panzer 
divisions in Holland).
