I refer you to the rules on crash-starting a power plant after "running
silent".

Then I refer you to this film of a 2-3 year old child climbing to the top of
a refrigerator.  There is no "out of reach" of anything publicly accessible.

And if they are as quickly and easily launched as you need, the alarms will
only tell you it happened, not prevent it.

Yup, you *try* punishing the Duke's nephew.  Even if you succeed, guess what
happens when he gets hold of a bit of power and remembers you, considering
how psychotically a large percentage of Imperial nobles behave.

The airlocks would be kept locked.  Only authorized personnel could open
them, short of some major security hacking.  The lifeboats, as emergency
escapes, MUST be accessible by all.  You know, like you can't lock emergency
exits from a building.
