Be careful not to confuse TL with scientific awareness.  Ruie's TL is only a reflection of its manufacturing base.  A TNS story on 003-1107 said that the Ruie nation of Jingarlu typically hires offworld mercs to boost its forces on its border with Nebelthorn (though on this occasion it was having difficulty due to Efate hiring them all).  The locals are liable to be just as sophisticated as any Imperial, they just can't built the high tech toys locally.
