In the 3I, it's big business.  Note how many of the megacorps have 
large arms manufacturing components.
The Imperium buys arms (IA, IN, IM, IMoJ, IISS, etc.), the sector and 
subsector Dukes buy their own military units, Planets have Navies and 
Planetary Defense Forces, megacorps have collections and security forces.

That's just the short list.
