Well, Ruie is not part of the Imperium, so the
Imperium only looks in to make sure that the Zhodani
aren't building any bases there from which to attack
Regina and other adjacent Imperial worlds.
Within the Imperium, "meddling" as you describe is not
a crime. It's business. And what's good for business
is good for the Imperium.
