Of course, just because the Imperium doesn't object doesn't mean someone 
else doesn't object, and, well, the Imperium probably won't lift a 
finger to help you.

The main reason not to trade with low-tech worlds is that generally 
speaking they lack the ability to pay you. Low-tech worlds with the 
ability and organization to pay for significant amounts of new high-tech 
equipment are rather likely to become high-tech worlds.
