By definition, and offensive grenade is one is which the attacker  
does not have to take cover from his own grenade, even when exposed.   
In practice, this is generally a concussion grenade, but there are  
some mini grenades with small burst radii.  The V40 comes to mind.   
More modern grenades are often 'polyvalent' or offensive/defensive  
grenades that utilize a removable fragmentation sleeve that can be  
dispensed with in offensive operations.

Here's an example of an offensive/defensive grenade, the DM-51.  Not  
the fragmentation sleeve, which is removed when concussion only is  
desirable.
