Tom,
The population rating for a world is simply the order of magnitude of
the population. So a population 6 world has a population somewhere
between 1,000,000 and 9,999,999. The population multiplier was
developed to specify a bit more precisely where in that range you
fell. So, for example, a population 6 world with a multiplier of 7
would have a population between 7,000,000 and 7,999,999 sophonts. In
other words, the population would be on the order of 7x10^6.
