Don't remember that one off hand, but a lot of Arthur Clarke's short  
stuff was like that (if I'm getting the drift correctly...) I  
remember two in particular, one called 'Shah Guido G.", the other  
(whose titel I don't remember) was about a signal from our Galactic  
cousins, explaining why they had been forced to quarantine us, and  
that we could now be cured....

I won't spoil the punchline for anyone who hasn't yet read it.
