Towards the end of the Cold War, there was a lot of chatter about  
"Quantity having a quality all of it's own". And I remember a joke  
that was supposed to be current around NATO to the effect of:-

Location: Paris
Time: After the war

First Soviet tank general to second Soviet tank general: "By the way,  
who won the air war?"
