NO. Some folk do not tolerate lowpassageat all well and are death risks for 
the process, so should stay live. A fewfolk need ttoremaini awake torun the 
lifeboat and communicate with a rescuing vessel. Yes, a lifeboatcould 
contain SOME low berth space, but it also needs some awake-space. And on 
regularly traveled routes, the expected short duration of stay precludes the 
need for low berths, but still needs life support for the expected duration, 
and some extra reserve.
