I'll take your word on that, Leonard.  But it still seems like that
idea should work.  The longer you make the lines/cables, the more work
the stored energy must do to spin the weights on their ends.  Make
them long enough and - while the energy of the entire system may not
have change significantly - the practical effect will be to reduce the
apparent spin of the subject rock to next to nothing.  Right?
