Not necessarily.
I can see worlds not wanting drunken foreign crews running fusion
plants while in port. Not that there would actually be much danger.
But it's the perception of danger that matters.
More practically, though, making ships power-down means the port has a
better chance to stop them from lifting off with some of their (padded
and probably really unnecessary) fees and imposts still unpaid . . .
not to mention that the port might well WANT ships to not be able to
defend themselves from port security.
