Maybe and maybe not.

There are still scale efficiencies. There are also issues of how a colony
gets started. If funded by a massive government project, I can well see it
having massive centralized power. After all, the colony will probably
initially be arrayed around the spaceport and any limited centers of
political and economic power which probably all exist in one community.
Farms and individual small villages may exist and use microgeneration, but
the cities will still use the larger, more efficient central form in this
scenario.

A lot has to do with the culture and nature of the way the colony was
established I think.
