Oh, that, work clothes... I don't know where you live or have worked, 
but here in the American West there still is a sizable sub-set who dress 
in that style, hell it is catching on with the steam-punk/goth set here 
recently, and it is mostly just a style. If you really want to get me 
started lets talk about the Bene Gersserit hats in the ScFi channels 
Dune mini-series....

So, yet once again YMMV.
