1) Regarding the umbrella IR deflector, a few years back I found the Hefty (R) lawn bags with a gap for air flow defeated 2nd generation IR optics, but not sensors. So you don't have to borrow your daughter's Strawberry Shortcake bumbershoot to tweak....
2) IIRC the "chill canister" concept was part of the design for the CES (combat environment suit), with higher TLs having a "chameleon" option. In TNE this option was also available for combat armor. Did something happen to make all this "handwavium?"
3) If your just trying to spread your IR signature around US helicopters (mostly the big ones; Blackhawks, Apaches, et al)have used a baffle system around their exhausts to fool IR guided AA missiles for decades. Why are helos still getting shot down? Last time I checked several RPGs fired at a helicopter do not depend on IR guidance....
