You can probably pretty much ignore the directive, but you probably
can't re-register.  Not without something convoluted like selling the
ship to yourself.  If you can re-register a ship so easily, this makes
keeping track of commercial ships a whole lot harder for the Imperium.
 So it would probably frown on this sort of thing.

If IYTU you *can* re-register this easily, that makes piracy and the
like a lot easier.  Of course, then you have to explain why the your
Imperium accepts such blatantly-frivolous registries in the first
place.
