Oh, I wasn't saying it was outrageous.  Not even given how powerful
each level is with most CT skills.  But I was just saying that the
base game system doesn't really allow for it very well.  In fact, the
Starter Traveller books I had (the two black 8.5 by 11 versions: Rules
in one, Charts and Tables in the other) alluded to experience rules,
but didn't actually give them.  Must have been a typo, because when I
got the reprints, there they were.  The ones I had made up on my own
turned out to be similar to the real ones.

With an important exception: under my home-brewed rules, once you
earned an increase, you kept it. According to the actual CT experience
rules, you can only raise an attribute or a skill *temporarily* by
starting and continuing a difficult training regimen.  But the same
"use it or lose it" rules didn't apply to what your character had
gained during char gen.

Weird.
