I think that's fairly true.  Although I think there's also an element
of mental laziness in a lot of cases.  Folk tend to prefer
familiarity, even when it comes to fantasy.  That's why copycat
authors can make money.  A certain type of player doesn't want to
figure out a whole new game system or experience a different (and
possibly confusing) style of play.  For them, rolling that d20 a
zillion times every weekend has been fun for decades, so why change?
