That's about the saddest (as in most disappointing) comeback I've ever
read.  From everything you've said so far, you seem to be the sort of
GM that drove me out of D&D.  With that sort, everything is a
cardboard cut-out.  There's no fun in fighting cardboard cut-outs;
they don't bleed or feel pain.

<snort!>  That's very different.  The Dukedom Of Back Of Beyond is a
concrete, in-game polity.  It's Duke is an extremely powerful
personage.  Offing him will get the Empire mad at you.

The true equivalent to giving out an NPC's "level" in Traveller would
be: "That guy has Dexterity 12 and Pistol-5.  Do you really think you
can out-draw him?"
