I highly recommend "Infinity Hold" by Barry B. Longyear.  It deals
with exactly this sort of situation.  Except that there isn't really a
prison as such.  Just a desert planet where everyone on the
surrounding worlds dumps their troublesome sorts.  The ex-prisoners
are left to sort matters out among themselves.  There's apparently a
sequel to it and I've been meaning to get ahold of it, but other
things keep pushing it into the back of my mind.
