I would suggest that the size depends on how close they are to a working
stable drive.
Conceptual stage = Jump 6 requirements
First field deployment = Jump 5 requirements
Second field deployment = Jump 4 requirements
.
.
and so on until they get the working jump-1 drive. That gives you the
ability to model different stages of development.
