I don't think I have entirely ruled out the possiblity of exploration, but
after the various disasters and near disasters at Alpha Centauri, for
several decades no one dared to send a ship blind into an unexplored system
without having enough fuel on board for a return, which already meant double
tankage for first explorers.  Quadruple tankage for a double jump and return
wouldn't fit into a single hull, and no, I don't use drop tanks.
