Yes and no. Yes because it's your mind that perceives the visual change 
through your optic nerve, and no because it's a visual effect.

Video doesn't capture it well because of the quality, and the number of 
frames per second. Very high speed, high res video might do the trick.

Photo's are a snap shot so obviously won't capture the change.

It is stunning though. The changing colours of Uluru at sunset and 
sunrise is probably the best visual effect I've seen. All the more 
magnificent for the fact that it's natural.
