Could be, I haven't got that far into it.  But my point is that stats really
aren't going to matter much.

As I understand it, the roll to hit with most guns would be 2d6 +Dex bonus
+skill level.  That means that the difference in chance to hit from 3 Dex to
11 Dex (nearly the whole normal human range) is equivalent to 2 skill
levels.
