Well, there *are* canon references to the Imperium mostly leaving planetary
affairs to the locals, but getting real pissy if anybody starts throwing
nukes.

In that manner, I can see them reserving the nukes for their own use (much
as the big powers do today) and having specialists who handle them.  They
wouldn't *want* locals supplying specialists, as that implies the locals are
playing with nukes.
