Sounds like you're mainly worried about the PCs ruining your plan. But they
often do that without heavy weapons. And frankly, any group I've ever seen
could thoroughly trash any bar without PGMP anyway. At one point, my GM had
to get used to plotting around the fact that we had a grav tank on board.
It even became integral to a few of our plans (read assaults; it *was* TNE).
If that's the sort of game the players want, there's nothing wrong with it.
Keeping equipment away because it might make the GM's job harder is just
lazy.
