This would be a good explanation, except that canonically, the Long
Night wasn't all that "deep" (whole clusters of worlds never lost jump
capability) and it's considered to have ended at the founding of the
Third Imperium . . . eleven hundred years ago.  This further back than
the Dark Ages are for us.  Hard to believe that there are worlds which
still haven't gotten up to at least GTL 9 by now.

Of course, IMTU the Long Night was a lot deeper - with only a very few
worlds keeping jump tech - and only began to recede about 250 years
ago (in the Core regions of what would soon become the Third
Imperium).  So there are plenty of worlds out there which are still
suffering from its effects.
