I once set up a thin-atmosphere, TL 6 world with a transportation
system composed of steam-powered, alcohol-fueled crawlers.  The
crawlers pulled tankers behind them, when operating away from the main
roads (which had fueling stations every 40 miles or so).  The steam
power plants were designed to be completely removed for maintenance,
with a replacement slotted in to get the crawler back into service
right away.
