They still make the same demands on the life support system for food, 
waste, water, air, etc.  You pack 20 people in the space the system says 
supports 1 or 2, and you get a corresponding increase on the demand of 
the life support system.

If you are going to pack 'em in like sardines in a can, you either need 
a beefed up life support system (requiring more space/power/etc.) or a 
way to cut down their life support needs.  Two ways to do that is low 
berths or fast drug.

If the CT death rate is too high for you, say that in YTU, starship 
manufactures don't buy low berths from the lowest bidder.
