Maybe the "sensor protections" is that you have sensors which are very
robust but (as a consequence) lack fine discernment.  Then you could
have the 2300 situation, where you know something is in that general
vicinity on a given heading, but not much else.  Not until everyone is
a lot closer, anyway.
