When I read, it makes me think that Mr. Welch was so over-the-top so
routinely that his group began to suppress him out of habit, rather
than on the merits of each incident.  There are quite a few things in
the list that would be rather odd (the grandmother teaching him
garotte skill, for instance) but acceptable/justifiable.  If he came
up with a good rationale, that is.  But most of it reads like he
wasn't taking the game very seriously most of the time.  That's fine,
if the group as a whole doesn't take the game seriously.  But if they
do - if they're into playing their characters "straight" within the
current setting (whatever that may be) - then I can see where Mr.
Welch's apparent behavior would quickly become extremely irritating.
