I think the idea is that the second you waste re-holstering the gun
(or drawing out a new magazine) might just be the second that makes
the difference between living and dying.

Of course, this assumes dramatic action in the grand tradition of
RPGs.  In the real world, I seem to recall reading about a gunfight
that took place inside a CAR without either combatant hitting the
other . . .
