Actually, from my reading of the first book, there is high-tech planetside.
It just can't be taken into two-space. The mistake that caused the Crash on
Earth was taking computers into space, then bringing them back. They brought
an organism that then proceeded to wreck all of the computers and such.
Recovery has proceeded, though, as once everything was "eaten" the organism
died and allowed new stuff to be built. Earth is a haven of high tech.
You just can't take anything above a certain level into two-space. It
degrades rapidly (more rapidly the higher the tech). Oh, and the book does
mention taking printed paper, etc., into two-space to transport plans for
technologies to other worlds. It transports just fine. :)
